(re-)introduce the rt feature on esp-hal (#3706) 
Adds the `rt` feature which disables `esp_hal::init` and removes
runtime symbols from the global name space.

Disabling the `rt` feature is the recommended way to use esp-hal as a
library.

esp-ieee802154

Low-level IEEE 802.15.4 driver for the ESP32-C6 and ESP32-H2.

Implements the PHY/MAC layers of the IEEE802.15.4 protocol stack, and supports sending and receiving of raw frames.

Minimum Supported Rust Version (MSRV)

This crate is guaranteed to compile when using the latest stable Rust version at the time of the crate's release. It might compile with older versions, but that may change in any new release, including patches.
