HackerVole d2e856ccc4 editors/code: Add md for walkthrough setup example

Add a separate markdown file containing the settings.json snippet from
the "Useful Setup Tips". This fixes the rendering and also makes the
text selectable.

Also use double-backticks for `code` rendering.

rust-analyzer

This extension provides support for the Rust programming language. It is recommended over and replaces rust-lang.rust.

go to definition, implementation, type definition

Quick start

Install rustup.
Install the rust-analyzer extension.

Configuration

This extension provides configurations through VSCode's configuration settings. All configurations are under rust-analyzer.*.
