Fixup Windows verbatim paths when used with the `include!` macro

On Windows, the following code can fail if the `OUT_DIR` environment variable is a [verbatim path](https://doc.rust-lang.org/std/path/enum.Prefix.html) (i.e. begins with `\\?\`):

```rust
include!(concat!(env!("OUT_DIR"), "/src/repro.rs"));
```

This is because verbatim paths treat `/` literally, as if it were just another character in the file name.

The good news is that the standard library already has code to fix this. We can simply use `components` to normalize the path so it works as intended.

Fix verbatim paths used with include!
When using `concat!` to join paths, the Unix path separator (`/`) is often used. This breaks on Windows if the base path is a verbatim path (i.e. starts with `\\?\`).

delegation: Implement glob delegation

Support delegating to all trait methods in one go.
Overriding globs with explicit definitions is also supported.

The implementation is generally based on the design from https://github.com/rust-lang/rfcs/pull/3530#issuecomment-2020869823, but unlike with list delegation in https://github.com/rust-lang/rust/pull/123413 we cannot expand glob delegation eagerly.
We have to enqueue it into the queue of unexpanded macros (most other macros are processed this way too), and then a glob delegation waits in that queue until its trait path is resolved, and enough code expands to generate the identifier list produced from the glob.

Glob delegation is only allowed in impls, and can only point to traits.
Supporting it in other places gives very little practical benefit, but significantly raises the implementation complexity.

cf0c2c7333 Convert proc_macro_back_compat lint to an unconditional error.
We still check for the `rental`/`allsorts-rental` crates. But now if
they are detected we just emit a fatal error, instead of emitting a
warning and providing alternative behaviour.

The original "hack" implementing alternative behaviour was added
in #73345.

The lint was added in #83127.

The tracking issue is #83125.

The direct motivation for the change is that providing the alternative
behaviour is interfering with #125174 and follow-on work.

c227f35a9c Generate lint diagnostic message from BuiltinLintDiag
Translation of the lint message happens when the actual diagnostic is
created, not when the lint is buffered. Generating the message from
BuiltinLintDiag ensures that all required data to construct the message
is preserved in the LintBuffer, eventually allowing the messages to be
moved to fluent.

Remove the `msg` field from BufferedEarlyLint, it is either generated
from the data in the BuiltinLintDiag or stored inside
BuiltinLintDiag::Normal.

8dc84fa7d1 Move some functions from rustc_expand to rustc_builtin_macros.
These functions are only used in `rustc_builtin_macros`, so it makes
sense for them to live there. This allows them to be changed from `pub`
to `pub(crate)`.

98804c1786 debuginfo: Stabilize -Z debug-macros, -Z collapse-macro-debuginfo and #[collapse_debuginfo]
`-Z debug-macros` is "stabilized" by enabling it by default and removing.

`-Z collapse-macro-debuginfo` is stabilized as `-C collapse-macro-debuginfo`.
It now supports all typical boolean values (`parse_opt_bool`) in addition to just yes/no.

Default value of `collapse_debuginfo` was changed from `false` to `external` (i.e. collapsed if external, not collapsed if local).
`#[collapse_debuginfo]` attribute without a value is no longer supported to avoid guessing the default.

Currently it only checks calls to functions marked with `#[rustc_lint_diagnostics]`. This PR changes it to check calls to any function with an `impl Into<{D,Subd}iagnosticMessage>` parameter. This greatly improves its coverage and doesn't rely on people remembering to add `#[rustc_lint_diagnostics]`. It also lets us add `#[rustc_lint_diagnostics]` to a number of functions that don't have an `impl Into<{D,Subd}iagnosticMessage>`, such as `Diag::span`.

b7d58eef4b Rewrite the untranslatable_diagnostic lint.
Currently it only checks calls to functions marked with
`#[rustc_lint_diagnostics]`. This commit changes it to check calls to
any function with an `impl Into<{D,Subd}iagMessage>` parameter. This
greatly improves its coverage and doesn't rely on people remembering to
add `#[rustc_lint_diagnostics]`.

The commit also adds `#[allow(rustc::untranslatable_diagnostic)`]
attributes to places that need it that are caught by the improved lint.
These places that might be easy to convert to translatable diagnostics.

Finally, it also:
- Expands and corrects some comments.
- Does some minor formatting improvements.
- Adds missing `DecorateLint` cases to
  `tests/ui-fulldeps/internal-lints/diagnostics.rs`.

b5d7da878f Decouple DummyAstNode and DummyResult.
They are two different ways of creating dummy results, with two
different purposes. Their implementations are separate except for
crates, where `DummyResult` depends on `DummyAstNode`.

This commit removes that dependency, so they are now fully separate. It
also expands the comment on `DummyAstNode`.

80d2bdb619 Rename all ParseSess variables/fields/lifetimes as psess.
Existing names for values of this type are `sess`, `parse_sess`,
`parse_session`, and `ps`. `sess` is particularly annoying because
that's also used for `Session` values, which are often co-located, and
it can be difficult to know which type a value named `sess` refers to.
(That annoyance is the main motivation for this change.) `psess` is nice
and short, which is good for a name used this much.

The commit also renames some `parse_sess_created` values as
`psess_created`.

Overhaul `Diagnostic` and `DiagnosticBuilder`

Implements the first part of https://github.com/rust-lang/compiler-team/issues/722, which moves functionality and use away from `Diagnostic`, onto `DiagnosticBuilder`.

Likely follow-ups:
- Move things around, because this PR was written to minimize diff size, so some things end up in sub-optimal places. E.g. `DiagnosticBuilder` has impls in both `diagnostic.rs` and `diagnostic_builder.rs`.
- Rename `Diagnostic` as `DiagInner` and `DiagnosticBuilder` as `Diag`.

f6f8779843 Reduce capabilities of Diagnostic.
Currently many diagnostic modifier methods are available on both
`Diagnostic` and `DiagnosticBuilder`. This commit removes most of them
from `Diagnostic`. To minimize the diff size, it keeps them within
`diagnostic.rs` but changes the surrounding `impl Diagnostic` block to
`impl DiagnosticBuilder`. (I intend to move things around later, to give
a more sensible code layout.)

`Diagnostic` keeps a few methods that it still needs, like `sub`,
`arg`, and `replace_args`.

The `forward!` macro, which defined two additional methods per call
(e.g. `note` and `with_note`), is replaced by the `with_fn!` macro,
which defines one additional method per call (e.g. `with_note`). It's
now also only used when necessary -- not all modifier methods currently
need a `with_*` form. (New ones can be easily added as necessary.)

All this also requires changing `trait AddToDiagnostic` so its methods
take `DiagnosticBuilder` instead of `Diagnostic`, which leads to many
mechanical changes. `SubdiagnosticMessageOp` gains a type parameter `G`.

There are three subdiagnostics -- `DelayedAtWithoutNewline`,
`DelayedAtWithNewline`, and `InvalidFlushedDelayedDiagnosticLevel` --
that are created within the diagnostics machinery and appended to
external diagnostics. These are handled at the `Diagnostic` level, which
means it's now hard to construct them via `derive(Diagnostic)`, so
instead we construct them by hand. This has no effect on what they look
like when printed.

There are lots of new `allow` markers for `untranslatable_diagnostics`
and `diagnostics_outside_of_impl`. This is because
`#[rustc_lint_diagnostics]` annotations were present on the `Diagnostic`
modifier methods, but missing from the `DiagnosticBuilder` modifier
methods. They're now present.

25ed6e43b0 Add ErrorGuaranteed to ast::LitKind::Err, token::LitKind::Err.
This mostly works well, and eliminates a couple of delayed bugs.

One annoying thing is that we should really also add an
`ErrorGuaranteed` to `proc_macro::bridge::LitKind::Err`. But that's
difficult because `proc_macro` doesn't have access to `ErrorGuaranteed`,
so we have to fake it.

5233bc91da Add an ErrorGuaranteed to ast::TyKind::Err.
This makes it more like `hir::TyKind::Err`, and avoids a
`span_delayed_bug` call in `LoweringContext::lower_ty_direct`.

It also requires adding `ast::TyKind::Dummy`, now that
`ast::TyKind::Err` can't be used for that purpose in the absence of an
error emission.

There are a couple of cases that aren't as neat as I would have liked,
marked with `FIXME` comments.

0ac1195ee0 Invert diagnostic lints.
That is, change `diagnostic_outside_of_impl` and
`untranslatable_diagnostic` from `allow` to `deny`, because more than
half of the compiler has be converted to use translated diagnostics.

This commit removes more `deny` attributes than it adds `allow`
attributes, which proves that this change is warranted.
