Only compute recursive callees once.

Inlining MIR in a cyclic call graph may create query cycles, which are ICEs. The current implementation `mir_callgraph_reachable(inlining_candidate, being_optimized)` checks if calling `inlining_candidate` may cycle back to `being_optimized` that we are currently inlining into.

This PR replaces this device with query `mir_callgraph_cyclic(being_optimized)` which searches the call graph for all cycles going back to `being_optimized`, and returns the set of functions involved in those cycles.

This is a tradeoff:
- in the current implementation, we perform more walks, but shallower;
- in this new implementation, we perform fewer walks, but exhaust the graph.

I'd have liked to compute this using some kind of SCC, but generic parameters make resolution path-dependent, so usual graph algorithms do not apply.

1087042e22 Insert checks for enum discriminants when debug assertions are enabled
Similar to the existing nullpointer and alignment checks, this checks
for valid enum discriminants on creation of enums through unsafe
transmutes. Essentially this sanitizes patterns like the following:
```rust
let val: MyEnum = unsafe { std::mem::transmute<u32, MyEnum>(42) };
```
An extension of this check will be done in a follow-up that explicitly
sanitizes for extern enum values that come into Rust from e.g. C/C++.

This check is similar to Miri's capabilities of checking for valid
construction of enum values.

This can provide more opportunities for MatchBranchSimplification.

Currently, rustc does not optimize the following code into a single statement at mir-opt, and this PR fixes the first case.

063ef18fdc Revert "Use workspace lints for crates in compiler/ #138084"
Revert <https://github.com/rust-lang/rust/pull/138084> to buy time to
consider options that avoids breaking downstream usages of cargo on
distributed `rustc-src` artifacts, where such cargo invocations fail due
to inability to inherit `lints` from workspace root manifest's
`workspace.lints` (this is only valid for the source rust-lang/rust
workspace, but not really the distributed `rustc-src` artifacts).

This breakage was reported in
<https://github.com/rust-lang/rust/issues/138304>.

This reverts commit 48caf81484b50dca5a5cebb614899a3df81ca898, reversing
changes made to c6662879b27f5161e95f39395e3c9513a7b97028.

fd7b4bf4e1 Move methods from Map to TyCtxt, part 2.
Continuing the work started in #136466.

Every method gains a `hir_` prefix, though for the ones that already
have a `par_` or `try_par_` prefix I added the `hir_` after that.

28b75a384e Move MirPatch from rustc_middle to rustc_mir_transform.
Because it's only used in `rustc_mir_transform`. (Presumably it is
currently in `rustc_middle` because lots of other MIR-related stuff is,
but that's not a hard requirement.) And because `rustc_middle` is huge
and it's always good to make it smaller.

46c72362bc Move drop elaboration infrastructure.
`rustc_mir_dataflow/src/elaborate_drops.rs` contains some infrastructure
used by a few MIR passes: the `elaborate_drop` function, the
`DropElaborator` trait, etc.

`rustc_mir_transform/src/elaborate_drops.rs` (same file name, different
crate) contains the `ElaborateDrops` pass. It relies on a lot of the
infrastructure from `rustc_mir_dataflow/src/elaborate_drops.rs`.

It turns out that the drop infrastructure is only used in
`rustc_mir_transform`, so this commit moves it there. (The only
exception is the small `DropFlagState` type, which is moved to the
existing `rustc_mir_dataflow/src/drop_flag_effects.rs`.) The file is
renamed from `rustc_mir_dataflow/src/elaborate_drops.rs` to
`rustc_mir_transform/src/elaborate_drop.rs` (with no trailing `s`)
because (a) the `elaborate_drop` function is the most important export,
and (b) `rustc_mir_transform/src/elaborate_drops.rs` already exists.

All the infrastructure pieces that used to be `pub` are now
`pub(crate)`, because they are now only used within
`rustc_mir_transform`.

b151b513ba Insert null checks for pointer dereferences when debug assertions are enabled
Similar to how the alignment is already checked, this adds a check
for null pointer dereferences in debug mode. It is implemented similarly
to the alignment check as a MirPass.

This is related to a 2025H1 project goal for better UB checks in debug
mode: https://github.com/rust-lang/rust-project-goals/pull/177.

851322b74d Refactor PointerFinder into a separate module
This also parameterize the "excluded pointee types" and exposes a
general method for inserting checks on pointers.

This is a preparation for adding a NullCheck that makes use of the same
code.

6eabf03526 coverage: Make yank_to_spantree_root iterative instead of recursive
This avoids having to worry about stack space when traversing very long
spantree paths, e.g. when instrumenting a long sequence of if/else statements.

mir_transform: implement forced inlining
Adds `#[rustc_force_inline]` which is similar to always inlining but
reports an error if the inlining was not possible, and which always
attempts to inline annotated items, regardless of optimisation levels.
It can only be applied to free functions to guarantee that the MIR
inliner will be able to resolve calls.

a7fc76a3ab We don't need NonNull::as_ptr debuginfo
Stop pessimizing the use of local variables in core by skipping debug info for MIR temporaries in tiny (single-BB) functions.

For functions as simple as this -- `Pin::new`, etc -- nobody every actually wants debuginfo for them in the first place.  They're more like intrinsics than real functions, and stepping over them is good.

9cba14b95b use TypingEnv when no infcx is available
the behavior of the type system not only depends on the current
assumptions, but also the currentnphase of the compiler. This is
mostly necessary as we need to decide whether and how to reveal
opaque types. We track this via the `TypingMode`.
