01503d0c1e Avoid extra path trimming in method not found error
Method errors have an extra check that force trim paths whenever the
normal string is longer than 10 characters, which can be quite unhelpful
when multiple items have the same name (for example an `Error`).

A user reported this force trimming as being quite unhelpful when they
had a method error where the precise path of the `Error` mattered.

The code uses `tcx.short_string` already to get the normal path, which
tries to be clever around trimming paths if necessary, so there is no
reason for this extra force trimming.

HIR ty lowering: Clean up & refactor the lowering of type-relative paths

While rebasing #126651 I realized that HIR ty lowering could benefit from some *spring cleaning* now that it's been extended to handle RTN and mGCA paths.

More seriously, similar to my merged PR #118668 which unified the handling of all *associated item constraints* (assoc ty, const (ACE) & fn (RTN)), this PR (commit 695fcf517d) partially[^1] deduplicates the resolution code for all *type-relative paths* (assoc ty, const (mGCA) & fn (RTN)).

**Why**? DRY'ing that part of the code means PR #126651 will automatically support RTN paths like `Ty::AssocTy::assoc_fn(..)` and it also implies shared diagnostic code and thus better diagnostics for RTN.

The other commits represent cleanups, renamings, moves. More notably, I've renamed path lowering methods to be a lot more descriptive, so ones lowering `QPath(Resolved)` paths now have `_resolved_` in their name and ones lowering `QPath(TypeRelative)` paths now have `_type_relative_` in their name. This should make it stupidly obvious what their purpose is.

Improve diagnostics for pointer arithmetic += and -= (fixes #137391)

**Description**:

This PR improves the diagnostic message for cases where a binary assignment operation like `ptr += offset` or `ptr -= offset` is attempted on `*mut T`. These operations are not allowed, and the compiler previously suggested calling `.add()` or `.wrapping_add()`, which is misleading if not assigned.

This PR updates the diagnostics to suggest assigning the result of `.wrapping_add()` or `.wrapping_sub()` back to the pointer, e.g.:

**Examples**

For this code
```rust
let mut arr = [0u8; 10];
let mut ptr = arr.as_mut_ptr();

ptr += 2;
```
it will say:
```rust
10 |     ptr += 2;
   |     ---^^^^^

   |     cannot use `+=` on type `*mut u8`

Currently, when emitting a diagnostic about a valid trait, the compiler suggestes using visible paths of the trait even if they are through a doc hidden path. This PR updates the compiler to suggest actual paths in these cases.

958bc7b365 Handle _ properly in a couple of places.
Currently (PatKind::Wild` (i.e. `_`) gets turned by
`lower_fn_params_to_names` into an empty identifier, which means it is
printed incorrectly by HIR pretty printing.

And likewise for `lower_fn_params_to_names`, which affects some error
messages.

This commit fixes them. This requires a slight tweak in a couple of
places to continue using parameter numbers in some error messages. And
it improves the output of `tests/ui/typeck/cyclic_type_ice.rs`:
`/* _ */` is a better suggestion than `/*  */`.

Only highlight unmatchable parameters at the definition site

Followup to #136497

This generally results more focused messages in the same vein as #99635 (see `test/ui/argument-suggestions/complex.rs`). There are still some cases (e.g. `test/ui/argument-suggestions/permuted_arguments.rs`) where it might be worth highlighting the arguments. This is mitigated by the fact that a suggestion with a suggested rearrangement is given.

Enable more tests on Windows

As part of the discussion of https://github.com/rust-lang/compiler-team/issues/822 on Zulip, it was mentioned that problems with the i686-pc-windows-gnu target may have resulted in tests being disabled on Windows.

So in this PR, I've ripped out all our `//@ ignore-windows` directives, then re-added all the ones that are definitely required based on the outcome of try-builds, and in some cases I've improved the justification or tightened the directives to `//@ ignore-msvc` or ignoring specific targets.
