Contract variables can be declared in the `requires` clause and
can be referenced both in `requires` and `ensures`, subject to usual
borrow checking rules.
This allows any setup common to both the `requires` and `ensures`
clauses to only be done once.
Guard HIR lowered contracts with `contract_checks`
Refactor contract HIR lowering to ensure no contract code is executed when contract-checks are disabled.
The call to `contract_checks` is moved to inside the lowered fn body, and contract closures are built conditionally, ensuring no side-effects present in contracts occur when those are disabled. This partially addresses rust-lang/rust#139548, i.e. the bad behavior no longer happens with contract checks disabled (`-Zcontract-checks=no`).
The change is made in preparation for adding contract variable declarations - variables declared before the `requires` assertion, and accessible from both `requires` and `ensures`, but not in the function body (PR rust-lang/rust#144444). As those declarations may also have side-effects, it's good to guard them with `contract_checks` - the new lowering approach allows for this to be done easily.

**Known limiatations**:
- It is still possible to early return from the *function* from within a contract, e.g.
```rust
#[ensures({if x > 0 { return 0 }; |_| true})]
fn foo(x: u32) -> i32 {
42
}
```
When `foo` is called with an argument greater than 0, instead of `42`, `0` will be returned.
As this is not a regression, it is not addressed in this PR. However, it may be worth revisiting later down the line, as users may expect a form of early return from *contract specifications*, and so returning from the entire *function* could cause confusion.
- ~Contracts are still not optimised out when disabled. Currently, even when contracts are disabled, the code generated causes existing optimisations to fail, meaning even disabled contracts could impact runtime performance. This issue is blocking rust-lang/rust#136578, and has not been addressed in this PR, i.e. the `mir-opt` and `codegen` tests that fail in rust-lang/rust#136578 still fail with these new HIR lowering changes.~ Contracts should now be optimised out when disabled, however some regressions tests still need to be added to be sure that is indeed the case.
These tests capture the behaviour that the decision to include/exclude
runtime contract assertions is determined on a per-crate basis,
i.e. by the flags used to compile each crate.
The contract_checks compiler flag is now used to determine
if runtime contract checks should be enabled, as opposed
to the compiler intrinsic as previously.
This allows the optimiser to properly eliminate contract code
when runtime contract checks are disabled.
It comes at the cost of having to recompile upstream crates
(e.g. std) to enable contracts in them. However, this trade
off is acceptable if it means disabled runtime contract checks
do not affect the runtime performance of the functions they annotate.
With the proper elimination of contract code, which this change
introduces, the runtime performance of annotated functions
should be the same as the original unannotated function.

And introduce two new directives for ui tests:
* `run-crash`
* `run-fail-or-crash`
Normally a `run-fail` ui test like tests that panic shall not be
terminated by a signal like `SIGABRT`. So begin having that as a hard
requirement.
Some of our current tests do terminate by a signal/crash however.
Introduce and use `run-crash` for those tests. Note that Windows crashes
are not handled by signals but by certain high bits set on the process
exit code. Example exit code for crash on Windows: `0xc000001d`.
Because of this, we define "crash" on all platforms as "not exit with
success and not exit with a regular failure code in the range 1..=127".
Some tests behave differently on different targets:
* Targets without unwind support will abort (crash) instead of exit with
failure code 101 after panicking. As a special case, allow crashes for
`run-fail` tests for such targets.
* Different sanitizer implementations handle detected memory problems
differently. Some abort (crash) the process while others exit with
failure code 1. Introduce and use `run-fail-or-crash` for such tests.
Invert the order that we pass the arguments to the
`contract_check_ensures` function to avoid the warning when the tail
of the function is unreachable.
Note that the call itself is also unreachable, but we have already
handled that case by ignoring unreachable call for contract calls.
Use `const_eval_select!()` macro to enable contract checking only at
runtime. The existing contract logic relies on closures,
which are not supported in constant functions.
This commit also removes one level of indirection for ensures clauses,
however, it currently has a spurious warning message when the bottom
of the function is unreachable.
Overhaul how contracts are lowered on fn-like bodies
Consolidates all of the contracts lowering logic into `lower_fn_body`, rather than having it be split between `lower_item_kind` and `lower_fn_body`. This should fix#136683.

This has now been approved as a language feature and no longer needs
a `rustc_` prefix.
Also change the `contracts` feature to be marked as incomplete and
`contracts_internals` as internal.
1. Document the new intrinsics.
2. Make the intrinsics actually check the contract if enabled, and
remove `contract::check_requires` function.
3. Use panic with no unwind in case contract is using to check for
safety, we probably don't want to unwind. Following the same
reasoning as UB checks.
Instead of parsing the different components of a function signature,
eagerly look for either the `where` keyword or the function body.
- Also address feedback to use `From` instead of `TryFrom` in cranelift
contract and ubcheck codegen.
The extended syntax for function signature that includes contract clauses
should never be user exposed versus the interface we want to ship
externally eventually.
