allow mutating function args through `&raw const`
Fixes https://github.com/rust-lang/rust/issues/111502 by "turning off the sketchy optimization while we figure out if this is ok", like `@JakobDegen` said.
The first commit in this PR removes some suspicious looking logic from the same method, but should have no functional changes, since it doesn't modify the `context` outside of the method. Best reviewed commit by commit.

One extension worth noting is the use of revisions as custom prefixes for
FileCheck. If your codegen test has different behavior based on the chosen
target or different compiler flags that you want to exercise, you can use a
revisions annotation, like so:
After specifying those variations, you can write different expected, or
explicitly unexpected output by using <prefix>-SAME: and <prefix>-NOT:,
like so:
