Avoid `;` -> `,` recovery and unclosed `}` recovery from being too verbose

Those two recovery attempts have a very bad interaction that causes too
unnecessary output. Add a simple gate to avoid interpreting a `;` as a
`,` when there are unclosed braces.

Fix #83498.
