This reverts commit 503e129328080e924c0ddfca6abf4c2812580102, reversing changes made to 0e7f91b75e7484a713e2f644212cfc1aa7478a28.
The codegen crate contains the code to convert from MIR into LLVM IR,
and then from LLVM IR into machine code. In general it contains code
that runs towards the end of the compilation process.
