Continuing the work started in #136466. Every method gains a `hir_` prefix, though for the ones that already have a `par_` or `try_par_` prefix I added the `hir_` after that.
The codegen crate contains the code to convert from MIR into LLVM IR,
and then from LLVM IR into machine code. In general it contains code
that runs towards the end of the compilation process.
