* Make encode and encode_by_ref fallible
This only changes the trait for now and makes it compile, calling .expect() on all users. Those will be removed in a later commit.
* PgNumeric: Turn TryFrom Decimal to an infallible From
* Turn panics in Encode implementations into errors
* Add Encode error analogous to the Decode error
* Propagate decode errors through Arguments::add
This pushes the panics one level further to mostly bind calls. Those will also be removed later.
* Only check argument encoding at the end
* Use Result in Query internally
* Implement query_with functions in terms of _with_result
* Surface encode errors when executing a query.
* Remove remaining panics in AnyConnectionBackend implementations
* PostgreSQL BigDecimal: Return encode error immediately
* Arguments: Add len method to report how many arguments were added
* Query::bind: Report which argument failed to encode
* IsNull: Add is_null method
* MySqlArguments: Replace manual bitmap code with NullBitMap helper type
* Roll back buffer in MySqlArguments if encoding fails
* Roll back buffer in SqliteArguments if encoding fails
* Roll back PgArgumentBuffer if encoding fails
* HasValueRef, HasArguments, HasStatement -> Database GATs
replace the associated types from the generic traits
`HasValueRef<'r>`, `HasArguments<'q>` and `HasStatement<'q>`
with generic associated types in `Database`
* fixup after rebase

Inlined format args make code more readable, and code more compact.
I ran this clippy command to fix most cases, and then cleaned up a few trailing commas and uncaught edge cases.
```
cargo clippy --bins --examples --benches --tests --lib --workspace --fix -- -A clippy::all -W clippy::uninlined_format_args
```
* removes the lifetime from Row
* removes MySqlQueryAs, SqliteQueryAs, etc. (no longer needed)
* introduce query_scalar
* introduce Decode::accepts to allow overriding runtime type checking
per-type (replaces TypeInfo::compatible)
* introduce Encode::produces to allow overriding the encoded type per-value
* adds a lifetime to Arguments (and introduce the HRTB HasArguments)
to support zero-copy encoding with SQLite
* renames Database::RawBuffer to HasArguments::ArgumentBuffer
* introduce Connect::connect_with to provide an ConnectOptions type
explicitly to opt-out of connection string parsing
* introduce Value and ValueRef traits to allow decoding-deferred
extraction of values from Rows
* introduce Encode::encode_by_ref and change Encode::encode to take
by-value to try and re-use memory where possible
* use thiserror to generate sqlx::Error
* [!] temporarily removes query logging
* [!] temporarily removes transactions
Prints each query performed at DEBUG level,
along with a timing of how long the query took
to execute.
Slow queries will be printed at WARN level.
Currently the slow query threshold is
hardcoded to 1 second.
* Allow `conn.fetch(" ... ")` to be called where `conn` is an owned Connection
* Executor::fetch -> RefExecutor::fetch_by_ref
* Executor::fetch_by_ref -> Executor::fetch
* Move `Connection::describe` to `Executor::describe`
* `Transaction` is no longer a `Connection`
* `Connection` has `Executor` as a super-trait again which greatly simplifies bounds
* Intending to use in a new Row type to check types at runtime for
dynamic queries and to guard against schema changes
* Hoping the query! macro can utilize this to allow accepting N
rust types for 1 sql type and returning N rust types for 1 sql
type.
