builder,util: add convenience methods for boxing services (#616)
* builder,util: add convenience methods for boxing services

This adds a couple of new methods to `ServiceBuilder` and `ServiceExt`:

- `ServiceBuilder::boxed`
- `ServiceExt::boxed`
- `ServiceBuilder::clone_boxed`
- `ServiceExt::clone_boxed`

They apply `BoxService::layer` and `CloneBoxService::layer`
respectively.

* add missing `cfg`s

* Update tower/CHANGELOG.md

Overview

Tower aims to make it as easy as possible to build robust networking clients and servers. It is protocol agnostic, but is designed around a request / response pattern. If your protocol is entirely stream based, Tower may not be a good fit.

Minimum supported Rust version

tower's MSRV is 1.46.
