tracing: fix doc links in README (#849)
## Motivation some of the links in the readme don't work or go to the wrong targets ## Solution * the `closing` link needs another `tracing/` in the path * the `#[instrument]` link apparently can't have `#[ ]` * `tracing-core` shouldn't be another link to `tracing` * avoid duplicate link targets for contained crates
